Launched in 2014, the City of Philadelphia: Child Care Facilities Fund (CCFF) is operated by PHMC on behalf of the City of Philadelphia Office of Children and Families (OCF). This initiative provides grant funds for facility renovations and project-related technical assistance to high quality child care providers in Philadelphia seeking to improve the quality of their programs and facilities, improve their organizational business practices, and maintain licensure or certification status as defined by PA State Code and the Philadelphia City Code.
The Fund is made possible by the City of Philadelphia in alignment with the Citywide Early Learning Plan, 'A Running Start Philadelphia', and is being managed by Public Health Management Corporation (PHMC) and the Office of Children and Families (OCF).
Supports include:
- $25,000 grant for Commercial Center and Group Facilities
- $12,500 grant for Residential Family and Group Facilities
- Project-related technical assistance
Impact
- Over $3 million awarded to 180 child care facilities
- Close to 20,000 child care seats preserved
Eligibility
Applicants must fall into one of the following categories to be eligible to receive an award through the Fund:
- STAR 3 and 4 Commercial Center and Group Facilities
- STAR 3 and 4 Residential Family and Group Facilities
Possible Consideration will be given to:
- Star 2 Commercial and Residential Center, Group and Family Child Care Facilities that meet the following criteria:
- will be moving to a STAR 3 or STAR 4 in 12 months or less
- currently receiving TA through the ELRC or provide proof that the site participated in initiatives such as EQUIP within one year of the application
- have at least 65% of enrolled children that are funded through Child Care Works (CCW), Pre-K Counts, Head Start, Early Head Start, PHLpreK, or Free CACFP Status

TA Sessions: Available Mondays, Wednesdays, and Thursdays throughout the application period. CLICK HERE to register for TA or email ecefacilityfund@phmc.org to sign up for an available time slot. TA sessions are MANDATORY for STAR 2 applicants.
