As the Child Development and Family Services department at Public Health Management Corporation (PHMC) we are dedicated to providing supports to improve, maintain and expand high-quality early childhood education (ECE) opportunities.

Studies have highlighted the many challenges of ECE providers face: complicated revenue sources, inadequate public reimbursement rates, stringent regulation, diffuse accountability systems.

While strong business management skills are obviously critical to operate a high-quality ECE program, most people that work in the field do so because of their passion for education and their desire to help children and families. This is where we come in!

Our Business Operations (Biz Ops) Support team, along with our project partners, provides consultative business and operational supports to Philadelphia ECE programs to improve the way they operate their business.

 

Childware

A cloud-based quality childcare management system for Pennsylvania’s ECE providers. 

City of Philadelphia: Child Care Facilities Fund

Provides support to high-quality ECE providers to maintain and improve their facilities to sustain a high-level STAR rating. 

Early Childhood Education Fiscal Hub (Fiscal Hub)

Helps child care owners improve their business management practices and financial operations.  

Fund for Quality (FFQ)

Supports STAR 3 and 4 early care and education providers expand their services to reach more low-income families.
