Studies have highlighted the many challenges of ECE providers face: complicated revenue sources, inadequate public reimbursement rates, stringent regulation, diffuse accountability systems.
While strong business management skills are obviously critical to operate a high-quality ECE program, most people that work in the field do so because of their passion for education and their desire to help children and families. This is where we come in!

Business and Operational Consultation Supports Request for Qualifications
Public Health Management Corporation (PHMC) is dedicated to providing supports to improve, maintain, and expand high-quality early childhood education (ECE) opportunities. The Business Operations Supports Team, along with their project partners, provide consultative business and operational supports to Philadelphia early childhood education programs to improve the way they operate their business.
To support our goals, PHMC is issuing this Request for Qualifications (RFQ) to identify a pool of expert consultants to provide business and operational consultation. PHMC intends to select from this pool of pre-qualified candidates for future projects and opportunities.
