In 2017, PHMC with funding support through Vanguard’s Strong Start for Kids™, launched a new fund to support existing high-quality early care and education programs in Philadelphia.

Philadelphia has very few high-quality programs (approximately 15% of seats are high-quality) and those that do exist operate on extremely slim financial margins. The Fund for Sustaining Quality (FSQ) provides STAR 3 and 4 child care centers, located in Philadelphia, with support to develop and implement sustainability plans. Providers work with an expert consultant to reflect on their current operations and landscape threats and opportunities and make needed shifts in practice to ensure sustainability of their business. Projects focus on ensuring sound business practices, operational efficiency, and risk mitigation. Sustainability plans are tailored to each provider's specific need and may focus on strategic planning and other business areas such as financial planning, staffing, enrollment recruitment, facilities management, and leadership development. Providers may also consider diversifying funding sources, increasing service offerings, or modifying programming to better meet current funder priorities or community needs.

Supports include:

  • 18-month engagement with an expert consultant
  • creation of strategic plan/business plan based on individual needs
  • access to content experts typically unavailable to most child care programs due to cost barrier
  • financial support for implementation as appropriate


Examples of individual project impact:

  • revised organizational chart and updated job descriptions,
  • improved personnel policies and revised personnel handbook,
  • automated financial management and implementation of a child care management system,
  • rebranding package for multi-site provider with unified site names, new logo, website, and collateral materials
  • creation of succession plan for child care director
  • increased leadership skills and board development

  • Keystone STAR 3 and 4 child care centers operating in Philadelphia 
  • Non-profit or for-profit organization 
  • Currently serving at least 50% low-income (subsidy, waitlist subsidy, Head Start or Pre-K Counts) or other vulnerable populations (children with identified special needs, IEPS/IFSPs) or able to demonstrate a commitment to serving low-income and vulnerable families 
  • In good standing with DHS Certification and free of city, state and federal liabilities
